The emails reveal severe staffing shortages, describing the facility as a 'ghost town' with '13 vacant posts'. A supervisor explicitly instructs staff to ensure rounds are made in the SHU (Special Housing Unit), citing Epstein specifically as 'one of the reasons' for this necessity.
