FOREIGN DISSEMINATION LEGAL STATEMENT
(U//FOUO) Pursuant to Attorney General Guidelines, for Domestic FBI Operations (AGG-Dom), Part VI.B.1.d., the dissemination of the enclosed information is in the interest of the national security of the United States. The information is relevant to the recipient's authorized responsibilities, its dissemination is consistent with the national security interests of the United States, and the FBI has considered the effect such dissemination may reasonably be expected to have on any identifiable U.S. person.
(U//FOUO) If required by policy, either the Office of the Chief Division Counsel (CDC) or the Office of the General Counsel (OGC) has reviewed the information contained in the enclosed communication. Passage of this information is consistent with the standards for dissemination of U.S. person information to foreign authorities as authorized in the AGG-Dom.
(U//FOUO) The FBI will undertake reasonable steps to ensure that any intelligence information that the FBI disseminates pursuant to this authorization is not and will not be used for either assassination prohibited under Executive Order 12333 or torture, as defined in U.S. criminal law. To this end, the FBI shall take the following actions:
(1) (U) The FBI shall notify the recipient entity that unless otherwise provided herein or expressly authorized by FBIHQ in a separate communication, the information in this document is for intelligence and lead purposes only, and the recipient's government may not use the information in any legal proceedings, disseminate the information to any other government, person or entity, or take any overt investigative steps (including but not limited to formal legal process or direct contact with referenced persons/entities or their associates) based on the information in this document;
(2) (U//FOUO) LEGAT shall coordinate as required by any applicable agreements or memoranda of understanding prior to the dissemination of the information in the tearline; and

On July 26, 2019, FBI-New York Special Agent (SA) [Redacted] telephonically communicated the existence of the post to [Redacted] lawyer, [Redacted] in the presence of Assistant United States Attorney [Redacted]. [Redacted] later told SA [Redacted] that [Redacted] reached out to [Redacted] to notify them of the post.
It is requested that Legat Canberra confer and deconflict with the [Redacted] as [Redacted] has requested an FBI contact at Legat Canberra. Any questions can be directed to Case Agent [Redacted] or SA [Redacted].

On July 25, 2019, an anonymous user on a Darknet message board posted that they planned to to execute victims [Redacted] subject JEFFREY EPSTEIN, to include [Redacted]. The poster asked for personal identifying information so they could "take everyone out." The poster has not yet been identified.
[Redacted], an American citizen residing in [Redacted] is currently represented by legal counsel [Redacted]. Upon learning about the post, [Redacted] reportedly contacted [Redacted]. An inquiry with [Redacted] has not identified that contact.
This information is provided to [Redacted] for discretionary action. In the event that [Redacted] or other Australian agencies develop additional information related to this threat, it is requested that information be provided to our Legal Attache Office in Canberra.

Additionally, on March 12, 2020, [Redacted] told SA [Redacted] that the DEEPPASTE forum [Redacted] was either offline temporarily or permanently.
